FEATURE: Andy Beshear’s 2028 Presidential Resume - Rigzin Gyaltsen

Andy Beshear, the 63rd governor of Kentucky, is a Democrat, and his name is at the forefront of 2028 political candidacy. With overwhelming support from his constituents in Kentucky, Beshear is known for his efficient “affordability” policy and economic development. Aside from policy, his presence in Kentucky also speaks volumes to his eligibility as the 2028 presidential candidate . Amidst immense political violence and distress, political polarization in the United States is higher than ever as we enter the new year ; 80% of all US adults say that the democratic and republican parties cannot agree on even basic facts. Nearly a year into 47th President Donald Trump’s term, democrats are already searching for a viable candidate focused on federal amelioration. Specifically,  “peacemaker” Andy Beshear, has caught the attention of numerous news outlets and constituents: 

Son of Steve Beshear, 61st Governor of Kentucky, Beshear works towards active bipartisanship while maintaining his democratic ideals in office. With a government teetering towards the edge of detrimental levels of political polarization, Beshear steps into the limelight as a motif for political peace, tolerance, and understanding.

Kentucky has been casting their electoral votes to the republican party since 2000, and continues to support president-elect Donald Trump. In the first 10 months of office, Kentucky’s approval rate of Trump has increased by 12%. Nonetheless, Andy Beshear remains overwhelmingly popular in what appears to be “Trump Country”, and it’s for one crystal-clear reason. Beshear places a focus on everyday constituents and living situations, prioritizing basic needs far past trivial politics. Beshear’s main focus, affordability, is now a term popularized in political conversations and can be attributed to Zohran Mamdani’s recent rise to political fame. This aspect of Beshear’s agenda works to speak towards everyday constituents, similar to Mamdani. In fact, this agenda has gotten him a 63% approval rate, an unorthodox occasion for a Democratic governor in Kentucky.

Up on The Hill, some of the most heated debates have most certainly been around healthcare. Hakeem Jeffrie’s record long “Magic Minute” in the House of Representatives, where he spoke for 8 hours to further delay the passage of the “Big Beautiful Bill”  depicted the democrat’s unmoving support on programs like medicare and medicaid. When the “Big Beautiful Bill” was signed into law on July 4, 2025, $536 billion would be cut from Medicare over the 10 years between 2026-2036. As citizens nationwide will slowly be directly affected by the passage of this bill, a common issue for Americans resurfaces once again: Affordability. Medicare cuts, increasing living costs, and concerning inflation rates have all caught the attention of Americans- but Beshear is accredited with his persistence towards affordability in Kentucky. 

In times of peril, Kentuckians have found that they can rely on Beshear’s gubernatorial campaign to deliver them affordability and healthcare. During his time in office, Beshear has passed legislation to expand Medicaid coverage by 4 times, offering coverage to 400,000 Kentuckians. Moreover, Beshear has relaunched the state based health insurance plan, Kynect, which ensures access to affordable healthcare coverage for residents of Kentucky. Specific to Kentucky and many other southern states, rural coverage is a large and blaring concern for voters. Beshear addressed this state-wide concern with legislation titled “Rural Health Transformation Plan”, securing a 5 year plan with $212.9 Million dollars in funding in hopes to tackle healthcare deserts, focusing on maternity and chronic disease issues. Summatively, Beshear’s work apropos to healthcare has been nothing short of exceptional.

Catching the attention of voters across both parties, Beshear's goal to achieve bipartisan development of the economy has accrued billions of dollars in economic growth. The state of Kentucky's rainy day fund sits at $2.7 Billion- when Beshear first took office, the fund was only at $129 million. Beshear has raised the average incentivized early wages across Kentucky by 10%, and planned $11.2 Billion dollars with private sector companies in planned investments to create 18,000+ full time jobs in Kentucky. Before Beshear took office, Kentucky was one of two states in the Nation that had a lifetime voting ban for all people with previous felony convictions- on his third day in office, December 12, 2019, Andy Beshear abolished this, and restored voting rights to nearly 140,000 Kentuckians. “I want to lift up all of our families and I believe we have a moral responsibility to protect and expand the right to vote.” Beshear said. Aside from economic and healthcare development, Beshear also places an emphasis on public education, child care, water accessibility, infrastructure prioritization, and more. 

Beshear’s detachment in polarizing political conversation, and his focus on living conditions and basic needs is something all politicians should take heed to. Our elected politicians are not only expected to lead, but also to represent and serve the constituents they were elected to. "The governor should be a public servant, who listens, brings people together and governs with compassion.” Beshear stated. Beshear is more than just a politician- he is an advocate for the everyday American, and a potential democratic candidate that very well may be able to cross the aisle and unite our nation.
